- In a heavy-bottom pan, melt the ghee over low heat.
- Stir in the milk powder, powdered sugar, and desiccated coconut until well blended.
- Gradually pour in the full-fat milk while stirring continuously until the mixture thickens.
- Once thickened, transfer the mixture to a bowl and let it cool slightly.
- Knead in the cardamom powder until smooth and well incorporated.
- Roll the mixture into small balls and then press slightly to form discs.
- Drizzle saffron water over the pedas and sprinkle with pistachio slivers before serving.
