Preparation
- Preheat Oven: Preheat your oven to 200°C (390°F).
- Blanch Cauliflower: In a large pot, bring water to a boil and add 1 tbsp of salt. Blanch the cauliflower florets for about 5 minutes until they are slightly tender but still crisp. Drain and set aside.
- Heat Oil: In a large skillet, heat the olive oil and vegetable oil over medium heat. Add the chopped onion and minced garlic, sautéing until the onions become translucent.
- Cook Vegetables: Add the diced red bell pepper, green pepper, and carrot to the skillet. Cook for another 5-7 minutes until the vegetables start to soften.
- Add Minced Meat: Increase the heat to medium-high and add the minced meat to the skillet. Break the meat apart with a spoon, cooking until browned and cooked through.
- Season: Season the meat mixture with black pepper, paprika, and stir in the tomato sauce. Cook for an additional 2 minutes to combine the flavors. Remove from heat.
- Layer Cauliflower: In a baking dish, layer the blanched cauliflower as the base. Then, evenly spread the meat and vegetable mixture over the cauliflower.
- Add Cheese: Sprinkle the grated cheddar and mozzarella cheese on top of the meat layer.
- Bake Casserole: Place the baking dish in the preheated oven and bake for 20-25 minutes, or until the cheese is bubbly and golden brown.
- Cool and Serve: Remove the casserole from the oven and let it cool for a few minutes before serving.
