- Prepare the Potato Base:Peel and grate the potatoes into a large bowl. Add finely chopped onion and bell pepper, then mix in eggs, flour, salt, and pepper. Stir well until you get a smooth, thick mixture—this will be the base of your casserole.
- Bake the Potato Layer:Preheat your oven to 180°C (356°F). Grease a baking dish with a little oil and spread the potato mixture evenly across the bottom. Bake for 20–25 minutes until slightly golden and firm enough to hold its shape.
- Prepare the Vegetable Mixture:While the potato base bakes, heat vegetable oil in a large skillet. Add chopped onion and sauté until translucent. Stir in grated carrot, diced red bell pepper, and sliced mushrooms. Add the minced garlic and continue frying until the vegetables are tender and lightly caramelized.
- Add the Ground Beef:To the sautéed vegetables, add ground beef. Season with salt, pepper, and Provençal herbs. Stir constantly, breaking the meat into small pieces, and cook until browned.
- Add Tomato Sauce:Pour in the tomato sauce and mix well. Simmer for about 10 minutes until the sauce thickens slightly and coats the meat and vegetables evenly.
- Assemble the Casserole:Remove the baked potato layer from the oven and spread the beef and vegetable mixture on top. Sprinkle shredded mozzarella cheese evenly over the filling.
- Final Bake:Return the casserole to the oven and bake for another 10–15 minutes at 180°C (356°F) until the cheese is melted, bubbly, and slightly golden.
- Garnish and Serve:Remove from the oven and let it rest for a few minutes before slicing. Sprinkle chopped parsley on top for a burst of freshness. Serve warm and enjoy the comforting layers of potato, savory meat, and melted cheese.
